Fort Carson: an Army post with older buildings

Fort Carson is an Army installation run by U.S. Army Garrison Fort Carson, so a lot of the housing here sits inside the post, not in a regular city with its own building office. Plenty of the people stationed or working here live just off post, in places like Fountain and Stratmoor, and we do the same work in both.

The garrison's public works office says asbestos-containing building materials are found throughout most of the older buildings on Fort Carson, and some may also have lead-based paint or radon. Insulation work disturbs whatever is around it, so in an older building we look at what's up there before anything gets pulled out.

Working around Fort Carson: who you deal with

Before we start anything, I find out which building office covers your address, because Pueblo, the county and the Colorado Springs side don't all use the same one. Where the Pikes Peak Regional Building Department, PPRBD, has jurisdiction, it issues building permits in its service area, and a contractor hired for work that needs a permit has to be licensed and registered with it. If your job needs a permit, we pull it and line up the inspection, so the schedule follows the permit and the inspection as much as our crew's calendar. The price moves with how much is already up there, whether old material has to come out first, how many gaps need sealing and what goes in, and I look at the space before putting a price on any of it.

On post, the garrison's public works office maintains installation buildings and manages the housing programs, which is a different setup from a house you own outright. Off post, we seal and insulate homes the same way up the road in Security-Widefield and Colorado Springs.

Services in Fort Carson, CO

  • Attic air sealing

Drafty rooms and a hot upstairs usually trace back to gaps around can lights, pipes and the attic hatch. We seal those gaps before new insulation goes in, because insulation sitting in a draft doesn't do much.

  • Attic insulation

When we open the hatch, we often find a few tired inches piled deep in the middle and thin at the edges, which is backward. We even it out across the whole attic and keep the eave vents clear so the attic can still breathe.

  • Insulation removal

Old fill that got soaked or turned into a mouse's long-term rental has to come out, since new material on top just buries the problem. With what turns up in older buildings around here, our insulation removal starts with a look at what's there before we disturb it, and ends with the space cleaned out.

  • Crawl space insulation

Cold floors over a crawl space usually mean the space under you is open to outside air. We seal it up and insulate it so the floor stops pulling heat out of your feet.

  • Spray foam insulation

The room over the garage is the one everybody complains about, with cold air under it and an attic over it. We usually spray foam there, because it seals air and insulates in the same pass in a spot where loose fill has a hard time doing either.

  • Wall insulation

Older houses near post often have outside walls with little or nothing in them, and you feel it standing next to them. We fill the walls you already have through small holes we patch, so nothing has to be torn open.

Frequently asked questions

How do I get insulation work done in Army Family housing on Fort Carson?

Start with FCFH, because it owns and operates Army Family housing on Fort Carson, so the house isn't yours to change on your own say-so. Their office is in the Joel Hefley Community Center on Prussman Blvd. If your home is off post and yours, you can call us directly.

Do I need a permit to insulate my attic near Fort Carson?

PPRBD's lists don't settle it for insulation, so ask before work starts instead of assuming. Where PPRBD has jurisdiction, its permit list names work like decks, roofing, siding, water heaters and furnaces, and its no-permit list covers cosmetic work like painting, cabinets, flooring and fences up to 7 feet tall, but neither names insulation. PPRBD asks owners to contact it before starting any project, since zoning or floodplain review may still apply, and we check with the right office before we start.

How do I check if an insulation contractor is licensed with PPRBD?

Call PPRBD at 719-327-2880 or use the contractor search on pprbd.org to see whether a contractor is licensed and registered there. A contractor can only get a permit from PPRBD while its license is in good standing, so it's worth checking before you sign anything.

Can I pull the permit myself and hire a contractor to insulate my house?

No, in PPRBD's jurisdiction getting a permit for a contractor is illegal and puts all the liability on you. PPRBD only lets homeowners get a permit for work on a primary residence they own and live in, and then the owner is expected to know the codes and answer for the inspection. When our job needs a permit, we pull it ourselves.

What happens if insulation work that needed a permit gets done without one?

Where PPRBD has jurisdiction, if permit work is reported or an inspector sees it, a stop work order stays in place until the permit is obtained. Without a permit, a Certificate of Non-compliance is filed against the property with the El Paso Clerk and Recorder, which PPRBD calls essentially a lien. That's a hard thing to explain to a buyer, which is why we settle the permit question first.

How much does it cost to insulate an attic near Fort Carson?

The price comes down to the size of the attic, what's already up there and what it needs, so we look before we price it. Old fill that has to come out, a lot of gaps to seal and a hard-to-reach hatch all add to the job, and spray foam costs more than blown-in, which is loose fill blown through a hose. For most attics, sealing the gaps and topping up with blown-in is the better value, unless your ductwork runs up there, where foam usually earns its price.
